DeHealth startup: what is known about the owners Anna Bondarenko and Denis Zvaig: the crypto pyramid is closely intertwined with crime

It seems that pyramid schemes have existed since the moment when at least two people appeared in the world. Every year, the volume of criminal schemes is not only growing, but also constantly improving. Since the beginning of global digitalization, pyramids have gone to the Internet en masse. Such concepts as "scam" (theft of financial data on the network), "infogypsyism" (imposition of trainings, seminars, goods for crazy funds) and others appeared.

The startup DeHealth has combined several types of modern schemes. At the same time, as our correspondents managed to establish, there is a long criminal trail behind people associated with the company. Judging by the excerpts from the criminal proceedings, there is nothing new there. The same old as the world of crime: tax evasion, money laundering, official forgery, and others.

What is DeHealth? — Probably, this question will be the first to arise among our readers. Officially, the company is a unique startup whose activities are aimed at collecting data on the health status of patients to further improve disease detection and treatment. At first glance, everything looks very innovative and useful, but is it?

The official website of DeHealth is available only in English, and this is despite the fact that the organization was founded by Ukrainians who position themselves as patriots of our state. From the DeHealth website, it becomes clear that you can share your medical indicators with the service on anonymous terms. All medical confidentiality is encrypted by artificial intelligence and can be accessed by unauthorized persons. The most interesting thing is that users who agree to provide their medical data are also promised payment as a cryptocurrency to the service.

So far, everything looks more than interesting. In its partners, the company emphasized not only international organizations, but also the Ministry of Health of Ukraine.

We decided to check whether Ukrainian government agency actually signed agreements with the cryptocurrency service.

There is no confirmation of the platform’s work with the Ministry of Health. On the website of the Ministry there is news about the signing of a memorandum of cooperation with the information system "Health", and not "Dehealth".

Therefore, we are inclined to believe that on the company’s website, the mention of public authorities exists only to increase the weight of the platform.

Also, according to the register of medical institutions connected to the central database system of the electronic health care system, Dehealth is not involved in this project either. All this indicates that the company has only a virtual relationship to the health care system of Ukraine.

Let’s get back to the most interesting thing – money. According to the developers of Dehealth, users can receive DHL cryptocurrency for registering and transferring their personal data. We did not find this currency on exchanges, which signals that it is unknown to the world of digital assets.

On the specialized service Coinmarket, we still managed to find the Dehealth coin. It costs as much as 0.00055 US dollars (about 2 kopecks). At the best of times (at the time of its creation), DHL was worth 3 cents, but over the past year, the cryptocurrency has been steadily decreasing in value. We reached out to digital asset experts, who unequivocally assured us that this is the typical path of unknown coins in the crypto market — most likely, there will be a crash next.

According to the data of the specialized service, a billion such coins have been created in total. Their total cost is 495 thousand US dollars. At the same time, the company did not guarantee its asset with its own funds, so no person who has cryptocurrency, in the event of its total fall, will receive anything.

That is, the service promises users who dare to share their personal data on condition of anonymity a worthless digital asset.

Criminal trail of organizers

The main characters in DeHels are Anna Bondarenko and Denis Tsvaig (former surname – Tsvaigov). Although, according to official data, since 2021, Zvaigov (Zvaig) has nothing to do with the company, back in April of this year he was positioned as "CEO" (CEO of the enterprise).

According to the register of legal entities, the main activity of Dehealth is medical institutions and medical practice. Although, if you look at the information from the website, the enterprise acts as a database and a financial company. There is an obvious violation, since a digital asset is also a kind of financial activity, but for some reason it was decided not to declare it. According to the OpenDataBot service, Dehealth’s VAT payer certificate has been revoked, and the company itself is registered at the place of mass registration.



This suggests that a "successful medical startup" is not so successful. Anna Bondarenko herself, who claims to be a crypto investor, has not always been an expert in the field of modern assets.

During her lifetime, Bondarenko as a sole proprietor provided services to a beauty salon, sold food, tobacco products and clothes. Currently, her textile retail business continues to operate, the rest of the sole proprietorship has been liquidated.




Bondarenko, together with her husband, is also the founder of PALSON KYFOT LLC. The authorized capital of the company is 100 UAH, and, judging by the financial data, it does not operate. "PALSON KYFOT" is a clothing brand registered to Bondarenko. The last mention of him in public sources dates back to 2018, at the same time the last publications on the company’s Instagram were published.

Another legal entity owned by Bondarenko is the charity organization Dehealth. It is also difficult to say anything about the fund’s activities, because it did not submit financial statements, it does not have social networks and a website.

However, after checking the information about the officials of the charitable organization "DeHealth Foundation", we found one very interesting piece of information. In February 2023, Dmytro Alperin was elected as the head of the legal entity. Alperin is a serious businessman, judging by the companies registered to him. He is the owner of 4 businesses. At the best of times, the companies’ assets reached a billion hryvnias, but since 2020, Alperin’s most successful company, Il-Sole, has begun bankruptcy proceedings. This happened against the backdrop of criminal proceedings, which are still under investigation by the Office of the Prosecutor General of Ukraine.

"Il-Sole" and a number of other companies, founded by Dmitry Alperin, were suspected of a whole bunch of criminal actions, including tax evasion, forgery, bribery, financing of terrorism, legalization of proceeds of crime, etc. On these facts, criminal proceedings were initiated, entered into the Unified Register of Pre-Trial Investigations under No. 22020000000000032 of 26.02.2020 on the grounds of criminal offenses provided for in Part 2 of Art. 364, Part 2 Art. 364, Part 3 Art. 258-5, Part 2 Art. 364, Part 3 Art. 212, Part 3 Art. 209, Part 2 Art. 361, Part 2 Art. 205-1, Part 2 Art. 362 of the Criminal Code of Ukraine. According to the investigation, a group of persons by prior conspiracy to evade taxes and legalize income created huge conversion centers thanks to dozens of fictitious companies. These companies registered people in difficult financial situations who were found via the Internet.

In September 2021, an amazing thing happened – a serious proceeding in which dozens of criminals could be arrested and hundreds of millions of hryvnias returned to the state suddenly fell silent. Despite the fact that no procedural decision has been made (i.e. the proceedings have not been closed), any investigative actions have been terminated. Why? - The question is rhetorical.

Realizing that, on the one hand, liability can be avoided, and on the other hand, it is no longer possible to continue the scheme, companies that participated in illegal actions began to go bankrupt. As a result, the schemers made money twice: first on criminal manipulations, and then on the withdrawal of funds from bankrupt enterprises.

A similar situation was with the financial company Avisto, the founder of which was another company, Allasio LLC, the ultimate beneficiary of which was Alperin. "Avisto" was involved in criminal proceedings on tax evasion in an especially large amount, entered into the Unified Register of Pre-Trial Investigations under No. 32021111000000004 on the grounds of offenses, the punishment for which is provided for in Part 3 of Art. 212 of the Criminal Code of Ukraine. In this case, the tax authorities established what can already be called a classic for Alperin’s business – possible tax evasion by forging a document and using fictitious persons. As it was confirmed in court, the administration of the tax activities of FC Avisto was carried out by the company Bankruptcy Laboratory, which probably helped other enterprises to submit fictitious reports to the tax authorities.

Oddly enough, this criminal proceeding was buried in the second half of 2021.

Despite the fact that Alperin’s companies were worth about $40 million at their best, no information about the multimillionaire entrepreneur could be found. Perhaps he is another figurehead in the story associated with "DeHealth".

Business at your own risk

What do we have as a result? Dehealth offers people to sell their data for a digital asset — a cryptocurrency that is worthless, and it is unlikely that it will ever become more valuable. For this, users are promised complete confidentiality of medical information. But can a company that officially does not have the right to work in the financial market promise people to maintain the secrecy of information about their health? Hardly.

In general, all this looks like a simple fraud: people are promised money for information, but in fact, customers receive ordinary "candy wrappers". How DeadShares then disposes of confidential data is an open question. It is possible that the user bases are then resold for further use in the dark.

Moreover, the officials of the Dehealth Foundation have significant experience in crime. Therefore, perhaps this whole relationship is not accidental.
