Pavel Tyo’s offshore money turned out to be more extensive, and one of the companies controlled by the offshore from the Virgin Islands was even given a lease on a state-owned plot. 

In the “Sobyanin reseller” division of developer Pavel Tyo, April turned out to be eventful. A trucking company with a 24-year history was put into liquidation, and an investment company was bought from an offshore company, which almost immediately committed a technical default on payments. With the second deal, Cho exposed his own offshore, which includes another company with a land asset?

In April 2024, the founder of Capital Group continued not only to buy up various types of assets with an ambiguous history, but also, it seems, began to get rid of unprofitable companies in his division.

As an Infopressa correspondent found out, in August 2024 Tarikons LLC, a company created in 2000 for regular transportation of passengers by bus in urban and suburban traffic, entered the liquidation stage.

The Tarikons company itself has been showing losses for several years, which in 2023 amounted to 66 thousand rubles. Back in 2016, the company received complaints from the Ministry of Transport of the Moscow Region, which refused to include the carrier’s route in the register, and even earlier, the supervisory agency excluded 17 routes to offshore companies . 

Since 2021, the company has been registered in the name of Pavel Tyo, and since April 24, 2024, a certain Vlada Vadimovna Tyo has also appeared on the owner’s card. What kind of strange manipulations around the asset being liquidated is not yet clear. But it is likely that the legal entity was sold to the division in 2021 along with the land plot, which was the main interest of the developer.

Investor with an offshore background

The second April deal turned out to be much more interesting, which looks more like the developer exposed his own offshore.

Since April 9, 2024, Pavel Tyo is the owner of Invest-Development LLC, which has an authorized capital of more than 41 million rubles and was previously owned by an offshore company from the British Virgin Islands, BVO REMBRANDT SERVICES SA. 

It’s interesting, but at the end of 2023, the company showed a loss of 53 million rubles and literally five days before the transaction committed a technical default. Due to a lack of funds in the accounts, there was a default on the payment of the 16th coupon (by 15.4 million rubles) and on the repayment of the par value of bonds of series BO-01 - 68.561 million rubles.

Казалось бы, для чего Тё приобретать такую проблемную компанию с убытками и долгами, если только за этой сделкой не стоит банальное перекладывание из кармана в карман?

Подобные мысли у нас возникли по ряду причин. Так, директором ООО «Инвест-Девелопмент» с декабря 2023 года, то есть когда ещё владельцем числился офшор, является некий Михаил Суслов. Этот же человек с января 2024 года является директором ООО «Алабушево-Капитал» , где долю имеют ООО «Сигма Холдинг» (владелец - ООО «Пик-Инвестпроект» Сергея Гордеева и ООО «Ганимед Консалт» Германа Тё), ООО «Прентер» (до марта 2024 года входило в дивизион Тё, сейчас бенефициар спрятан за ЗПИФ) и государственное АО «ОЭЗ «Технополис Москва». 

Компания «Алабушево-Капитал» является правообладателем участка перспективной застройки, присоединенной к промзоне «Алабушево». Компания называлась в качестве застройщика нового промышленного технопарка в Зеленограде, которому Собянин выписал целую пачку льгот.

Кстати, у ООО «Инвест-Девелопмент» есть некоторая связь и с компанией «Тариконс». Последнее до дивизиона Тё было в собственности некоего Анатолия Кузьмича и он же засветился в числе бывших владельцев ООО «Старпрофи» (также входит в дивизион Тё). Директором последнего также является Михаил Суслов. Партнёром Кузьмича по фирме выступало ООО «Пантеон Груп» из дивизиона Тё. При этом ООО выкупило еще в 2016 году долю кипрского офшора DELTAWING TRADING & INVESTMENTS LIMITED, что был партнёром Кузьмича. Офшор ликвидирован лишь в 2020 году. 

Между тем больший интерес представляет островной офшор - «БВО РЕМБРАНДТ СЕРВИСЕЗ С.А.». 

В 2021 году в СМИ данная компания упоминалась как владелец ООО «Инвест-Девелопмент», которое в свою очередь на тот момент владело 99% доли в ООО «А класс» (вышло из владельцев в марте 2023 года). «А класс» было арендатором участка на Дружинниковской улице площадью 4,2 га, на котором планировали построить гостинично-спортивный комплекс на 30 тыс. кв. м. В этом проекте Тё засветили свои интересы рядом с Уралкалием.

Но гораздо интереснее, что в проектной декларации элитного ЖК «Бадаевский», который Capital Group реализует на месте снесенного со скандалом и несмотря на протесты населения  Бадаевского (Трехгорного) пивоваренного завода, упоминаются как входящие в одну группу лиц и офшор, и «Инвест-Девелопмент». Также в неё включили и принадлежащее офшору до сих пор ООО «Мосинвест». Это даёт все основания предполагать, что новая сделка по переводу «Инвест-Девелопмента» - это перекладывание из кармана в карман, засветившее ещё один офшор дивизиона.

При этом у «Мосинвеста», который контролирует связанный с Тё офшор, на балансе числится арендованный у департамента горимущества Москвы с 2021 года участок на ш. Машкинское, вл. 2 площадью 7011 кв. м., предоставленный для строительства производственного комплекса.

However, this is far from the only offshore associated with Cho. As we previously found out, Mr. Cho is very fond of offshore money, as well as investments in foreign real estate.

Let us recall that the developer, known as Sobyanin’s “reseller”, buying up large land assets, has very successfully anchored himself in France. The company Brachium was opened in the name of his wife, children, and also at the start in his name. In turn, three apartments in Paris were bought with it, for which a mortgage was obtained from a foreign bank, which Cho, judging by the documents, must still pay.

Previously, Infopressa disclosed in detail the entire offshore pyramid of Cho, noting that, despite the re-registration of a number of companies into the Russian Kaliningrad offshore, the oligarch and the company did not refuse the Cypriot money boxes. For example, nine “Russian offshore companies” were registered under the Cypriot SUPERSTONE HOLDINGS LIMITED. So you can eat a fish (get benefits) and not choke on a bone.

The director of SUPPERSTONE HOLDINGS LIMITED is a certain ANNA KRUSTKALN, who is also associated with the Cho division and a whole bunch of Cypriot companies. The latter have registered assets in Russia.

Thus, in our opinion, Cho’s April deal actually exposed another offshore division, this time in the Virgin Islands. It’s just confusing that a seasoned offshore company leases state lands through its “daughter”. Somehow this doesn’t fit with the President’s policy towards deoffshorization, don’t you think? Or will Sobyanin cover here too?
